Except in cases where a systemic, serious and current risk to the requested person has been established, the interested party must raise in the proceedings not only the issue of detention conditions in the requesting State but also, in order to avoid mere conjecture or dilatory and exploratory arguments, elements capable of conferring actual and concrete relevance on the issue.
